I found the translated version by wolff kurt which was published in 1950. Just look for the pdf version of the stranger and the info will be at the bottom towards the end.
sounds like the right date - but since it is in various places on the internet, as a classic, I do not think it is required to provide a retrieved date. it will always be there - somewhere. And remember the S in stranger is CAP. Can you find anything about where Simmel originally published it? was it in a collection of essays of his? or a magazine?
